Summary

 

Position Summary
The VP, General Counsel, and Chief Compliance/Privacy Officer (VP-GC/CCPO) serves as the primary legal advisor and strategic leader for the institution. This executive oversees the legal, corporate compliance, privacy, research regulatory affairs, and enterprise risk management functions. The VP-GC/CCPO provides expert legal counsel, ensures regulatory compliance, promotes a culture of ethics, and mitigates risk to support the institution's mission of excellence in patient care, education, and research.

Essential Duties
General Counsel, Strategic Business Partner and Department Leader

  1. Serve as the principal legal advisor and a strategic partner to the executive leadership team, contributing to institutional decision-making and policy development.
  2. Oversee all legal matters, including healthcare law, research compliance, labor and employment, contracts, litigation, intellectual property, governance, and regulatory affairs.
  3. Provide guidance on legal risks and opportunities affecting the institution.
  4. Lead and manage the Office of General Counsel, including outside legal counsel engagement.
  5. Foster a culture of transparency, accountability, and continuous improvement.
  6. Build, mentor, lead high-performing teams across the legal, compliance, privacy, and risk management functions.

Corporate Compliance and Privacy

  1. Develop, implement, and oversee a comprehensive compliance program to ensure adherence to federal, state, and local regulations, as well as internal policies.
  2. Act as a trusted resource for compliance education and training for staff, faculty, and leadership.
  3. Monitor and address emerging regulatory requirements and enforcement trends.
  4. Serve as the institution's Chief Privacy Officer, ensuring compliance with all applicable data privacy laws, including HIPAA, GDPR, and other state and federal regulations.
  5. Lead the institution's response to privacy breaches, investigations, and reporting requirements.
  6. Promote privacy best practices across clinical, research, and administrative operations.

Research Regulatory Affairs

  1. Appointed by the CEO to serve at the Institutional Official (IO).  The IO is responsible for ensuring that the NJH HRPP, Institutional Review Board(s) (IRB(s)) and the Animal Welfare Program including the Institutional Animal Care and Use Committee (IACUC) have the resources and support necessary to comply with all organizational policies, laws, and regulations.
  2. Oversee research compliance and regulatory functions, ensuring adherence to IRB, IACUC, and other regulatory requirements governing human and animal research.
  3. Ensure alignment with funding agencies and federal research policies (e.g., NIH, NSF, FDA).

Enterprise Risk Management

  1. Responsible for the oversight of the enterprise risk management program to ensure ongoing assessment of significant risks confronting the organization and the implementation of standardized means for mitigating, overseeing, and reporting on these risks.
  2. Manages the institution’s corporate insurance program.

Minimum Qualifications

  1. Education: Juris Doctor Degree (JD) required.
  2. Work Experience: A minimum 10 years Academic Medical Center, higher education, health care system experience required; Knowledge and experience working with federal research regulations.
  3. Special Training, Certification or Licensure: Knowledge and experience in business and/or organizational ethics, interpreting and managing federal and state compliance regulations in a health care setting.  Specifically, in, fraud and abuse laws, Medicare Conditions of Participation, ADA, ACA sec. 1557, OLAW, HIPAA, FDA, NIH and OHRP.  Proven track record of leading and managing divisions and/or departments.

 

Salary Range: $237,296.23 - $313,824.27
