STATUS: Full-time, Exempt
LOCATION: Philadelphia, PA (HYBRID)
SALARY: $50,000 - $54,000 annually

POSITION DESCRIPTION

The Asylee Outreach Program (AOP) provides social and legal services to the following populations recognized by the Office of Refugee Resettlement (ORR): Individuals Paroled as Refugees or Asylees; Refugees (resettled refugees); Asylees whose status was granted; Cuban and Haitian Entrants; Lawful Permanent Residents provided the individuals previously held one of the statuses identified above; Certain Amerasians from Vietnam who are admitted to the United States as immigrants; Iraqi and Afghan Special Immigrants; Victims of a Severe Form of Trafficking per the Victims of Trafficking and Violence Protection Act of 2000; Time-limited Afghan Special Immigrant Parolees; Special Immigrant Conditional Parolees; Humanitarian Parolees; as well as Ukrainian Humanitarian Parolees and foreign nationals who last habitually resided in Ukraine.

The program provides a variety of legal and social services designed to set clients on a road to self-sufficiency. The program helps them to secure necessary documentation, public support, healthcare, employment, educational opportunities and connecting them to necessary resources. In addition, we provide legal representation to reunite clients with their families, adjust status to permanent residence, and seek work authorization among other legal matters.

The AOP Case Manager provides direct case management support to the ORR-eligible populations (listed above) who are experiencing barriers to their self-sufficiency.

 

SUMMARY OF RESPONSIBILITIES

  • Work one-on-one with clients to conduct the initial enrollment of the client to the Asylee Outreach Program
  • Identify primary barriers to self-sufficiency; create an individualized service plan to address those barriers; provide case management services based on that plan; complete case closure at the end of services.
  • Complete case assessments to determine the appropriateness of the case for the agency, language needs, and financial eligibility of prospective clients.
  • Ensure that all relevant client documents are collected and that comprehensive case summaries are prepared in the database management system.
  • Provide support to clients as needed to help them attain their goals. This might include conducting extended cultural orientation, advocating for clients with partner agencies, medical providers, schools, etc., providing accompaniment via public transit to off-site appointments, or other supports based on identified barriers and emergent needs.
  • Assist clients in accessing available resources to them; public benefits, low-income application, housing, donation, and financial assistance.
  • Organize and facilitate at least three self-sufficiency workshops per year on various topics such as know your rights presentations, public benefits, financial literacy, healthcare, or taxes;
  • Maintain regular contact with clients via phone, e-communication platforms, in-office appointments and/ or home visits.
  • Help with identifying community resources that are available to the clients for education, childcare, benefits, employment, and integration.
  • Maintain data integrity of client’s virtual and physical files that pertain to their personal information and case.
  • Documenting services in compliance with federal contracts by maintaining appropriate documents and recording case notes on a day-to-day basis.
  • Complete Monthly/Quarterly program reports, and Case Closure Reports in consultation with the Director of the Asylee Outreach Program.
  • Work closely with the program’s legal staff to identify, address any social services needs of the client.
  • Ensure and provide assistance to clients with obtaining/ renewing/correcting any identification documents for employment purposes, to receive public benefits and any other assistance that they may qualify for.
  • Identify supportive community services that clients can use as they move toward self-sufficiency. Advocate against structural barriers in government systems that hinder self-sufficiency.
  • Collaborate and make appropriate referral with service providers, community organizations, and government agencies to identify service gaps and ensure maximum impact with limited resources; and
  • Build collaborations with other immigrant-serving agencies in the city to amplify client integration, community-building, and opportunities for success.
  • Some evening and weekend hours will be necessary from time to time.

Additional Organizational Requirements:

  • Use in-person and telephonic interpretation whenever needed to communicate effectively with clients.
  • Actively participate in supervision, weekly case meetings, and other department, agency, community, and provider meetings as needed.
  • Identify and attend regular conferences and training opportunities as relevant for the work.
  • Other tasks as assigned by the Director of Asylee Outreach Program.

QUALIFICATIONS & BENEFITS

JOB QUALIFICATIONS

  • Bachelor's degree; Social work experience and/or education preferred.
  • Well-developed interpersonal skills and the desire to serve diverse populations;
  • Prior experience with case management strongly preferred;
  • Ability to work in a team and with diverse professionals and human service workers;
  • Strong written and oral communication, critical thinking, and creative problem-solving;
  • Ability to communicate effectively through a 3rd party interpreter required.
  • Fluency in Spanish, Swahili, Urdu, French, Arabic, Ukrainian, Dari, Pashto, or other relevant languages preferred, but not required.
  • Experience working with vulnerable immigrant populations is strongly preferred
  • Emotional Resilience Required: The case manager will be required to engage in frequent conversations with individuals who have experienced significant trauma, including domestic violence, persecution, and other forms of abuse and hardship. Due to the nature of the work, the case manager must be capable of managing their emotional responses and maintaining professional boundaries.
  • Proficiency in Microsoft Office applications, database management and internet;
  • Excellent organizational and time management skills;
  • Ability to pay close attention to detail
  • Valid driver’s license required.

 

Other Information: HIAS Pennsylvania is currently working on a hybrid work model. HIAS Pennsylvania requires all staff to be fully vaccinated against COVID-19 with the exception of those who have approved medical or religious belief exemptions.
